National export control systems, which are an integral component of the international nonproliferation regime, are designed to help prevent the illicit transfer of nuclear materials, nuclear-related equipment and dual-use commodities. One of the primary nonproliferation objectives of the Nuclear Technology Safety Center (NTSC) has been to work with partners in the United States to help governmental agencies in the Republic of Kazakhstan , especially the Atomic Energy Committee, provide the necessary training and technology for national technical experts to develop and manage the country's export control programs. In addition to assisting in the development and implementation of licensing, industry outreach and enforcement programs, NTSC has also conducted numerous export control workshops and seminars for governmental officials, industry representatives and other nongovernmental organizations in the Republic of Kazakhstan .
